By order of the Government, the action plan for the first phase of implementation (2026–2028) of the new Sustainability Concept for Indigenous Minorities of the North, Siberia, and the Russian Far East through 2036 has been approved. PORA will act as an implementing body for several items of the plan.

The Russian Government has approved the action plan for the Concept for Sustainable Development of Indigenous Minorities of the North, Siberia, and the Far East. Comprising 113 measures, the plan is designed to achieve the six objectives set out in the Concept.

The Government Order will take effect on 1 January 2026. Its measures will be implemented by federal and regional authorities in cooperation with research institutions and NGOs.

‘PORA Expert Centre plays an active role in developing the potential of Indigenous Minorities of the North, Siberia, and the Far East. Our responsibilities are listed under items 84 and 88, and we will work diligently to carry them out,” noted PORA Director General Maksim Dankin

PORA will serve as the sole implementing body for item 84 of the Concept, which provides for grants to support associations of Indigenous Minorities of the North, and as a co-implementer for item 86, which involves organizing a legal workshop on the protection of the rights of Indigenous Minorities of the North.
