Rules for Using Materials of the Portal (Website) https://poracenter.org

1.1. These Rules determine the conditions and procedure for using materials from the website www.poracenter.org (hereinafter referred to as «Materials»).
Use is understood as any reproduction, distribution, communication to the public, cable and broadcast transmission, import, rental, public performance, translation and other processing of Materials and any other methods of use, regardless of whether the relevant actions are carried out for profit-making purposes or without such purpose, and whether the use of Materials is carried out in full or in part.

1.2. Any use of Materials is permitted only with the written permission of their copyright holder — the Autonomous Non-Profit Organization «Expert Center – Project Office for Arctic Development (PORA)» (hereinafter referred to as the «Copyright Holder,» unless otherwise established by these Rules).

1.2. Use of Materials from the website www.poracenter.org in violation of any of the conditions of these Rules means that the Materials are used unlawfully, which constitutes a violation of the rights of the Copyright Holder and/or third parties and entails liability under the current legislation of the Russian Federation.

1.3. These Rules apply to any visitors of the website www.poracenter.org, news agencies, newspapers, magazines and other printed publications, electronic media, any other mass media, as well as websites not registered as mass media, individuals, organizations and public associations, and any other third parties (hereinafter referred to as «Users»).

1.4. These rules are binding on all Users of the portal www.poracenter.org. The Copyright Holder may at any time change any clause of these Rules without special written notice to Users by publishing a new version of these Rules on the portal www.poracenter.org.

1.5. All Users are obliged to familiarize themselves with the text of these Rules.

2.1. Any User has the right freely (without permission from the Copyright Holder and without payment of remuneration):

to use any quantity of Materials from the website www.poracenter.org for compiling media reviews in the form of brief summaries of the Materials, to the extent justified by the purpose of creating the media review. Reproduction or other use of each specific Material in full is not permitted. These summaries must contain a link to the source in the manner established by clause 4.2. of these Rules;

to quote any quantity of Materials from the website www.poracenter.org for scientific, polemical, critical, or informational purposes to the extent justified by the purpose of the quotation. Such quotation must contain a link to the source in the manner established by clause 4.2. of these Rules;

to freely use Materials in other cases expressly provided for by the Civil Code of the Russian Federation.

2.2. Use of Materials from the website www.poracenter.org without permission from the Copyright Holder and without payment of remuneration is permitted for the following Users:

individuals and legal entities mentioned in the materials of the website www.poracenter.org. Such persons have the right to reproduce, distribute, broadcast or cable cast, and communicate to the public any Materials containing such mentions, without payment of remuneration to the Copyright Holder and without obtaining written permission from the Copyright Holder.

2.3. In any case, the use of Materials provided for in clauses 2.1. – 2.2. of these Rules must not unreasonably infringe upon the legal rights and interests of the Copyright Holder and/or third parties. This use is carried out taking into account the restrictions established by Section 3 of these Rules.

2.4. In all other cases, besides those specified in clauses 2.1. – 2.2. of the Rules, the use of Materials is carried out on the basis of written permission from the Copyright Holder.

2.5. The Copyright Holder has the right to refuse any User permission to use the site’s Materials, without explaining the reasons for such refusal.

These Rules prohibit:
3.1. Use of Materials or fragments thereof without permission from the Copyright Holder by other means and in other cases, except those specified in clauses 2.1. – 2.2. of these Rules.
3.2. Use of Materials according to clauses 2.1. – 2.2. of the Rules when creating derivative works (including databases).
3.3. Use of Materials according to clauses 2.1. – 2.2. of the Rules for the purpose of making a profit.
3.4. Use of Materials in ways and to an extent not expressly permitted by these Rules, the current legislation of the Russian Federation, or in violation of these Rules and the current legislation of the Russian Federation.

When using Materials from the website www.poracenter.org in full or in part, each User is obliged to:
4.1. Obtain written permission from the Copyright Holder of the portal www.poracenter.org to use the Materials by contacting the following email address: contact@poracenter.org (except for cases provided for in clauses 2.1. – 2.2. of the Rules).
4.2. Format links to the source of the Materials (website www.poracenter.org) as follows: «Source: information portal poracenter.org».
4.2.1. When reproducing or otherwise using Materials from the website www.poracenter.org in printed form, it is necessary to indicate: the source in accordance with clause 4.2., the author(s) of the material (if present), and the date the Material was posted on the portal www.poracenter.org.
4.2.2. When reproducing or otherwise using materials from the website www.poracenter.org on the Internet, it is necessary to indicate: the source in accordance with clause 4.2., the author(s) (if present), and the date the Material was posted on the portal www.poracenter.org. An active hyperlink to the website www.poracenter.org, not closed from indexing by search engines, must be placed starting from the words «ANO ‘EC ‘PORA'».
4.3. Maintain the integrity of the Materials, avoiding their distortion.
4.3.1. When reproducing Materials or otherwise using them, processing their original text is not allowed. Abridgment or rearrangement of parts of the Materials, providing them with illustrations, a preface, afterword, comments, or any explanations whatsoever, is permitted only to the extent that it does not lead to a distortion of the meaning of the Materials.
4.3.2. Responsibility for distorting the meaning of the Materials arising from their inaccurate reproduction lies with the User.

5.1. Any unlawful use of the site’s Materials constitutes a violation of the rights of the Copyright Holder and/or third parties and entails criminal, civil, and other liability provided for by the current legislation of the Russian Federation.
5.2. In the event of claims being made against the Copyright Holder by any third parties whose rights have been violated by the unlawful actions of the User, as well as upon receipt of orders, warnings, and other acts from authorized state authorities, or the involvement of the Copyright Holder in legal proceedings as a result of the User’s unlawful actions, the User shall compensate the Copyright Holder for all losses caused thereby.

6.1. By registering on the site, the User gives their consent to receive updated information with the latest news, new offers, special offers, including those of an advertising nature; information about news and offers from partners of the site’s Copyright Holder, including advertising messages via SMS, MMS, and email; and also gives their consent to the processing of the user’s personal data provided during registration on the Site.
6.2. The User can select mailing parameters or unsubscribe from it in the «Personal Account» section on the Site, and can also unsubscribe from the mailing by using the special link located at the bottom of the email previously received by the User as part of the mailing.
