His expertise has been instrumental in shaping the Development Strategy for the Arctic Zone through 2035, governmental priority initiative for the Integrated Development of Industrial Cities, etc.

The Project Office for Arctic Development (PORA) is a leading think-tank dedicated to the sustainable development of the Russian Arctic. Headquartered in Moscow with representatives across all ten Arctic regions, PORA has cultivated a network of approximately 400 experts.

Through collaborative efforts with the Ministry for the Development of the Far East and the Arctic, PORA has spearheaded the formulation of Russia’s Arctic Development Strategy through 2035. In partnership with Lomonosov Moscow State University, PORA developed the Polar Index, a comprehensive ranking system evaluating the sustainability performance of Arctic companies and regions.

PORA is deeply committed to supporting Indigenous communities in the North. The organization has conducted ethnological impact assessments, organized traditional cultural festivals, and launched publishing initiatives to preserve Indigenous languages. PORA played a pivotal role in developing a written language for the Enets people, an Indigenous group previously without a written form.

PORA’s media platforms, GoArctic.ru and the journal Arctic 2035: Current Issues, Challenges, Solutions, disseminate a wide range of Arctic-related information to a broad audience exceeding 4 million monthly readers across various channels.

Through its grant program, PORA has funded over 400 individual and organizational initiatives across all Russian Arctic regions.

We cooperate with federal and regional media, public authorities, universities, and recognised experts, organising conferences, seminars, and roundtables to promote dialogue and knowledge sharing on Arctic issues.
