PORA and the Institute for Regional Economic Studies to Examine Arctic Economy

The Project Office for Arctic Development and the Institute for Regional Economic Studies of the Russian Academy of Sciences (IRES RAS) will undertake joint research across multiple areas, focusing on the socio-economic development of the Russian Arctic. This collaboration is formalized in a partnership agreement signed on 2 February 2026.

The agreement builds on an established record of successful collaboration between PORA and IRES RAS. In 2025, PORA supported the N.V. Pinegin Arctic Research Competition, held as part of the III International Conference on the Structural Transformation of Arctic Regional Economies. PORA Director General Maksim Dankin delivered a presentation at the conference’s plenary session on 12 November 2025.

One of PORA’s key areas of work is the analysis of strategic issues related to the development of the Russian Arctic. In particular, in March 2025 PORA organized a strategic session whose participants contributed proposals to the then-ongoing revision of the Strategy for the Development of the Arctic Zone of the Russian Federation through 2035. 

Over the past several years, PORA has conducted research highlighting key development imbalances across the Russian Arctic. These studies have shown the persistence of interregional disparities in gross regional product over decades, underscored budgetary inequalities among Arctic regions alongside generally low fiscal autonomy, and demonstrated the limited effectiveness of tax redistribution mechanisms in addressing structural financial and economic gaps between Arctic territories.

Collaboration with researchers from the Institute for Regional Economic Studies will enable us to deepen this work, refine its methodological foundations, and broaden its scope.
