Maksim Dankin Speaks to Participants of BRICS Project Lab

The 5th International Youth BRICS Project Lab has transitioned to its in-person phase at MGIMO University. Following two weeks of remote collaborative work on their respective projects, participants have convened for a five-day program encompassing expert presentations, facilitated discussions, and the refinement of proposed solutions.
The inaugural ceremony was graced by the presence of Sergey Ryabkov, Deputy Minister of Foreign Affairs of Russia, who delivered an address welcoming all attendees.
Subsequently, the business program featured a presentation by Maksim Dankin, General Director of the Project Office for Arctic Development. Mr. Dankin introduced a dedicated track focused on enhancing the quality of life in the Arctic region and its integration into governmental policy frameworks.
«Currently, the quality of life for individuals residing in the Arctic region has not yet been formalized as an independent object of management at the public policy level. The laboratory participants are working on a complex task — forming the contours of such a standard, covering education, healthcare, infrastructure, energy, and ecology. We expect that a systematic analysis of international experience will bring us closer to understanding quality of life as a key element of the Arctic agenda,»

The speaker emphasized that participants in the previous laboratory session had generated solutions for territorial development and securing additional funding sources. Notably, they proposed a framework for attracting investment through agreements protecting and promoting capital investments. This framework aims to create a cohesive legal environment with incentives designed to encourage investors while simultaneously driving progress towards both economic and social objectives.
Mr. Dankin stated that the contributions of the participants could inform the development of a consolidated preferential regime (system) which is presently under deliberation by parliamentary bodies.
