PORA Organizes Business Visit of Russian Delegation to China
Representatives of research organizations and major companies hold talks, participate in roundtables, and visit high-tech enterprises and research centers in Qingdao and Shanghai

The Project Office for Arctic Development (PORA Expert Center) is organizing a business visit of a Russian delegation to China with the aim of promoting technological and scientific cooperation in the Arctic. The mission’s program includes negotiations, roundtables, and visits to high-tech enterprises and research centers in Qingdao and Shanghai.
The delegation includes representatives of PORA, Russian research organizations, and major companies from Russia’s metallurgical, oil, and gas industries. The main theme of the visit is climate solutions and technological developments that are in demand for the implementation of Arctic projects. The program includes discussions of carbon capture technologies, water treatment systems, decarbonization solutions for maritime transport, infrastructure construction on permafrost, port digitalization, and the development of the Northern Sea Route. Particular attention is being paid to issues of international logistics, energy cooperation, and joint research in the context of climate change.

In Qingdao, the Russian delegation’s visit program included enterprises specializing in low-carbon technologies for shipping, robotic manufacturing systems, and intelligent logistics. In particular, discussions are taking place on closed-loop carbon utilization technologies, ship emission capture systems, and industrial automation solutions.
In Shanghai, meetings are being held with representatives of leading Chinese analytical and research centers working on the Arctic direction, as well as negotiations with engineering companies specializing in transport infrastructure construction in permafrost conditions. Visit participants are discussing prospects for joint research in climate monitoring, carbon regulation, maritime logistics, and sustainable development of the Arctic.

As Maksim Dankin, CEO of PORA, notes, the Arctic is today becoming one of the key spaces for the formation of new international technological and logistical links. «The world is undergoing a fundamental restructuring of global economic and logistics chains. It is precisely today that a new architecture of global logistics and the Arctic logistics contour is being formed, in which the importance of regional hubs and flexible intermodal solutions is increasing. In these conditions, it is especially important to build direct interaction between Russian and Chinese companies, research centers, and analytical structures to find joint technological solutions,» Dankin emphasizes.
According to him, the visit makes it possible to create a foundation for long-term cooperation in climate technologies, transport infrastructure, shipping, and engineering solutions for operating in high latitudes. «We view this mission not as a one-off exchange of views, but as a step toward forming a permanent platform for Russian-Chinese interaction on Arctic topics. Today, practice-oriented cooperation formats that allow combining the competencies of business, science, and the expert community are especially in demand,» Dankin notes.

Ekaterina Serova, Director of the International Department at PORA, emphasizes that the Chinese side is showing great interest in joint work in Arctic technologies and climate research: «During the visit, we see serious interest from Chinese partners in developing applied cooperation with Russia across a wide range of areas – from digitalization of maritime logistics and shipping decarbonization to construction technologies on permafrost. For many Chinese organizations, the Russian Arctic is seen as a space for long-term joint research and technological projects,» Serova says.
She also notes that the visit’s program is structured to bring together representatives of science, industry, and analytical centers from both countries: «For PORA, it is important to create a platform where not only strategic issues can be discussed, but also specific engineering and technological solutions. This format allows us to move more quickly from expert dialogue to practical interaction,» Serova adds.
Based on the results of the visit, the parties plan to continue contacts in the form of expert exchanges, joint research, and the development of new mechanisms for scientific and technical cooperation in the Arctic. Particular attention is expected to be paid to issues of sustainable shipping, climate monitoring, the formation of carbon markets, and the application of renewable energy technologies in Arctic conditions.
