Ethnological Impact Assessment
PORA has pioneered the provision of expert and advisory support in the field of Indigenous relations and responsible industrial planning. It has implemented several ethnological assessment projects aimed at evaluating the social, cultural, and economic impacts of development activities on Indigenous peoples and local communities in the Russian Arctic. These projects addressed the growing need to integrate ethnological expertise into decision-making processes related to territorial development and industrial operations.

Describtion
In 2020, the PORA expert team carried out a comprehensive assessment on the Taimyr Peninsula aimed at evaluating the environmental consequences of an oil spill near the city of Norilsk and its implications for the livelihoods and traditional way of life of local Indigenous communities.
In 2023–2024, PORA conducted an ethnological assessment in the Murmansk region to examine the social, cultural, and economic impacts of planned industrial development on Indigenous peoples and local communities. The project combined field research, stakeholder consultations, and analysis of traditional land use and livelihood practices, with active participation from community representatives and subject-matter experts.
Results
The project’s findings informed practical recommendations to mitigate potential adverse impacts and facilitated evidence-based dialogue among industry representatives, regional authorities, and Indigenous communities. As a result, compensation mechanisms were implemented for affected communities, and preventive solutions were adopted to reduce the risk of future conflicts of interest. As a follow-up, PORA organized a series of roundtables, seminars, and workshops to disseminate the project’s outcomes and lessons learned. PORA remains committed to further integrating ethnological assessment and expertise into the standard practices of major companies operating in the mining and resource development sectors.
