Russia Initiates Climate Action Projects in the Arctic

At the Arctic: Present and Future forum, held in St. Petersburg on 9–10 December 2025, Sergey Lysenko, Project Development Head at the PORA Expert Center, presented updated data on climate initiatives implemented in Russia’s Arctic regions.
According to the Carbon Units Register (operational in Russia since September 2022 and administered by JSC Kontur), four climate projects are currently underway in the Russian Arctic, compared with a total of 84 such initiatives registered nationwide.
The implementing organizations include JSC Kola MMC, LLC Teplo Lyudyam. Kandalaksha, LLC NOVATEK-Yurkharovneftegaz, and JSC Gazprom Neft–NNG. The projects focus on the introduction of technological solutions aimed at reducing emissions in Murmansk Oblast and the Yamalo-Nenets Autonomous Okrug.
PORA is preparing to launch the first forest-based climate project in the Russian Arctic, to be implemented in the Priuralskoye district forestry of the Yamalo-Nenets Autonomous Okrug. The project, supported by the regional government, will focus on establishing a climate pilot site, restoring forest ecosystems, and enhancing their carbon sequestration capacity. Preparatory work is currently underway, including the drafting of an agreement with the Federal Forestry Agency.
