The development of the Arctic zone of the Russian Federation poses serious management tasks. The Arctic is a huge region with a complex natural and organizational structure, on the territory of which there are many entities that carry out the most diverse activities. There is no reason to believe that to solve the problems of managing such a region, it is enough to use simple management tools. To form adequate managerial approaches, it is necessary to rely on the existing experience in managing the development of large territories and large systems of activity. The article is devoted to a general review of significant managerial precedents that require accounting and analysis to formulate such approaches.
The article proposes a set of organizational and staff measures for emergency and rescue support in the Arctic zone of the Russian Federation. A proposal has been prepared for the organization of interdepartmental cooperation that legislatively defines the basic rules of emergency response. The main positions of technical equipment of emergency rescue units, the need for the introduction of space technologies are noted. Attention is drawn to the training of specialists to work in the Russian Arctic.
The Northern Sea Route needs huge investments to compete with the Panama and Suez canals. This investment will be possible through the construction of LNG plants in the Arctic and associated infrastructure, as well as the connection of NSR to International Transport Corridors North-South and West-East. Thus, two most important tasks will be solved — development of transport infrastructure in the Arctic and development of Russian LNG projects. In 2027 Rosatom plans to start transit freight transportation from Asia to Europe through NSR. The company expects to reach the volume of transportation of 72 million tons of cargo per year, mainly container —43 million tons. According to some reports, the implementation of the plan will require $7 billion investments. The Ministry of Transport also proposes to create a Northern Maritime International Transport Corridor, starting in Murmansk and ending in Kamchatka. This will help to unite the entire Arctic coast in terms of shipping and economic development.
The development of the Arctic territories is in the sphere of interests of several countries associated with them, united by the northern polar waters. Currently, great importance is attached to the conduct of scientific research in the Arctic, including the study of biological resources, their rational use and conservation. The article notes the most ambitious and relevant research projects for the fisheries industry, and reflects the main areas of work of industry institutes focused on the implementation of the Development Strategy of the Arctic zone of the Russian Federation.
This article will attempt to analyze the Russian policy on sustainable development in the Arctic zone and will consider the main aspects of sustainable development — economic, environmental and social. Certainly, the sustainable development of Russia can be studied in more detail in every aspect individually, due to the vastness of the research topic. Nevertheless, the main problems of sustainable development in the Arctic that Russia is facing will be identified here. This is relevant because Russia, firstly, announced a new stage in the development of the Arctic and plans large-scale economic development of the region. Secondly, Russia in 2021–2023 will be the chair of the Arctic Council. Meanwhile, sustainable development is becoming one of the main problems of our time for international cooperation in the Arctic.
The national public standard «Environmental security of the Arctic» was developed at the initiative of PJSC Rosset. This is a set of rules of conduct in the Arctic for all organizations that work there or want to work there. The standard is a social contract between the company and enterprises, which is not regulated by the state, does not conflict with the existing regulatory framework, but only complements it. These are unspoken rules of conduct that must be present in all business activities. The main practical task: to define clear principles of organization of enterprises' own work to ensure environmental safety.
The Arctic zone of the Russian Federation plays a large role in the current conditions of the development of the Russian economy, however, what causes certain problems. Due to the scale and negative aspects of changing environmental conditions, the state cannot single-handedly sponsor projects and programs for the development of the Arctic and is forced to attract investments from private companies on the basis of public-private partnerships. This article discusses the relevance and the possibility of developing a new business for Russia — an “environmental contractor” — through the use of public-private partnerships as part of the implementation of the Development Strategy of the Arctic zone of the Russian Federation.

Creating comfortable conditions for living and working in the harsh conditions of the Arctic is one of the most important tasks of the current stage of development of the Arctic zone of the Russian Federation. The article considers new modern innovative approaches to development and construction. The article discusses new modern innovative approaches to the development and construction of buildings necessary for the Arctic. The article presents the possibilities and prospects of using the innovative product of Teplorium LLC: the prefabricated domed building TEPLORIUM. It embodies such technological progress as: increasing the stability of buildings under various types of external influences, protection against natural disasters (floods, earthquakes, hurricanes), increasing the energy efficiency of the building. The project provides for: reducing material consumption and busyness, reducing the installation time of a building without special construction equipment, an easy foundation without wet technologies, using available industry-standard rectangular forms of facing material of the same perimeter, keeping the interior space free from supporting elements, and easy transportation.
The Arctic is one of the most unpredictable territories in the modern world, which attracts with its rich resource base and huge development potential. This article addresses such an important issue as attracting young people to work in the Arctic, their interest and willingness to do so, as well as the development of the modern labor market in the specific conditions of the Russian Arctic. Looking at the problem from different sides, new ways to solve it are identified, as well as new centers for their implementation are created.
This article addresses the question: is volunteering a matter for the soul or a “practical” part of a career? One of the current trends is eco-volunteering. On his example, the author analyzes how these experiences affect young people and become a step in self-realization. Eco-volunteering is considered in the context of both Russian and foreign experience. Some recommendations are given for promoting volunteer movements in youth circles, such as the legislative initiative and a social platform for uniting the three fundamental forces: business, society and the state.
