In this issue of the journal you can see that our authors are increasingly interested in the issues of transport accessibility in the northern territories. Equally important is the humanitarian dimension of life in the North—this issue features articles on Arctic cities and their transformation in the modern context. As always, special attention is paid to environmental aspects. The fragile ecosystem of the North, under current conditions, requires the utmost care from all involved parties—the state, business, and, of course, the residents of the northern regions.
Создание комфортных общественных пространств, обеспечивающих жителей города местами реализации досуговых сценариев вне дома, на Севере не может регулироваться стандартизированными методами и практиками, применяемыми в основной черте расселения Российской Федерации и в крупных городах. Проживание в городах, сформированных в условиях экстремально сурового климата и особенных сочетаний социокультурных и демографических факторов, диктует необходимость поиска инновационных форматов и адаптивных решений организации городской среды. Статья презентует исследование, в котором рассматривается типология северных городов, основанная на анализе различных факторов их формирования и особенностях организации систем общественных пространств. Особое внимание уделено существующим адаптивным решениям и многообразию возможностей организации различных видов деятельности и социальной активности, включая зимний календарь событий.
The article is devoted to the study of new scenarios of post-industrial development for Arctic monotowns in Russia. Currently, a number of activities are being carried out in the Arctic zone of Russia aimed at identifying the supporting cities of the region. At the same time, among the settlements of the Arctic — and those that can be defined as supporting cities — there is a certain number of so-called monotowns, and among them — those cities that have already lost their development momentum and are in dire need of a new vector. The article presents one of the post-industrial development scenarios for such cities: the creation of research centers. The author’s hypothesis is presented about the possibility of updating and starting a new course by introducing updated scientific facilities, where one or more additional functions are added to their main function of conducting scientific research, developing a particular region of the Arctic according to its characteristics. A specific author’s design solution is also given.
In conditions of low population density and a network of year-round communication routes in the Russian Arctic, the supply of settlements and industrial facilities, the maintenance of citizens’ mobility and their protection from natural and man-made emergencies are provided by a transport and logistics system based primarily on the capabilities of the NSR, the river network and the routes of manned cargo aviation. This determines the high modality, irregularity and, ultimately, the cost of freight and passenger transportation in the region. The deployment of a fleet of non-stop autonomous aircraft (NAA) in the Russian Arctic and its integration into the logistics of the Arctic and Siberia will significantly increase the efficiency and flexibility of the transport system of these territories, the availability of transport and logistics services, which will positively affect the living conditions of the population, the functioning of enterprises, increase stability and security.
The article provides a list of main activities aimed at developing the field of unmanned aircraft in the Russian Federation. The needs of UAS operators in the Arctic zone of the Russian Federation are presented, as well as the main areas of application of these technologies.
A detailed structural analysis of the National Project for the Development of Unmanned Aviation Systems and the Strategy for the Development of Unmanned Aviation of the Russian Federation for the period until 2030 and for the future until 2035 was carried out.
The Arctic zone of the Russian Federation (AZRF) is one of the priority territories of the country’s development. In this article, the authors of the work consider issues related to the interaction of the state and business in the development of the natural resources of the Russian Arctic, as well as the most promising areas of this interaction.
The article provides information on the results of many years of work by Russian scientists on the introduction and hybridization of forest berry plants (blueberry, lingonberry, arctic bramble) in order to create winter-hardy, high-yielding and large-fruited domestic cultivars. The problems of reclamation of depleted peat deposits and other unused forest and agricultural lands on the territory of Russia and the need for import substitution in the current economic and environmental conditions in the country are shown. Descriptions of the first domestic cultivars of narrow-leaved blueberry, lingonberry and arctic bramble are given. The prospects for its plantation cultivation on depleted peatlands and drained swamps in the natural and climatic conditions of the Northern regions of Russia, including the use of modern technologies for the accelerated production of healthy planting material, have been determined.
ON THE DEVELOPMENT AND PRELIMINARY RESULTS OF THE APPLICATION IN THE REPUBLIC OF SAKHA (YAKUTIA) OF LOW-SETTING LIQUIDS FOR FIRE EXTINGUISHING AT LOW TEMPERATURES
The elimination of fires in conditions of low temperatures, which are typical for Russia in winter, has its own characteristics and obstacles caused by physical causes. Low temperatures represent
a significant limitation when fighting fires in cold climates. The use of standard fire extinguishing agents becomes difficult due to their tendency to freeze and loss of effectiveness, the manifestation of side effects that complicate the work of fire brigades. This article proposes
a solution to the problems associated with extinguishing fires at low temperatures, and presents the results of research work on the development of lowsetting liquids for effective fire extinguishing in such conditions.

Climate change is one of the most pressing problems of our time. One of its main factors is the increase in greenhouse gas emissions in the lower layers of the atmosphere associated with anthropogenic human activities. This problem is especially relevant for the Arctic zone of the Russian Federation. Its solution lies in the sphere of interaction between the state, business and society in the implementation of measures aimed at reducing greenhouse gas emissions. This article discusses the mechanism for implementing climate projects, which can subsequently be replicated in the Arctic regions. Examples of already successfully implemented climate projects in the non-Arctic regions of the Russian Federation are given.
The relevance of the article lies in substantiating the need and feasibility of ensuring sustainable development (ESG) of the Arctic zone of the Russian Federation (AZ RF) in the context of sanctions restrictions and ongoing climate changes that significantly affect the state of the environment in the northern territories of the country. The authors prove that the management of promising investment projects, existing and potentially possible for implementation in the Arctic, is effective only when using modern digitalization tools and information platforms, the structure of which is configured to receive and process large amounts of diverse information. Regarding the problems of sustainable development of territories, it is advisable to use the obtained expert information and empirical material (sociological surveys, expert assessments of specialists in the field of ecology and environmental management, generalization of knowledge based on the results of video conferences and scientific and practical conferences, combining presentations by representatives of government and business structures, the scientific community and non-profit organizations dealing with the problems of the Russian Arctic).
