Most of the articles in this issue are based on original research or on presentations given by the authors at events organized by the PORA Expert Center. This time, we have paid particularly close attention to education. The Arctic region is highly attractive due to its vast expanses and rich resource base — this gives it enormous development potential even now, and in the future, in light of upcoming climate changes, this potential is difficult to overestimate.
The article is devoted to the problems of strategic management of the development of single-industry towns in the Russian Arctic. It gives a brief description of the state policy with regard to single-industry towns of the Russian Federation. On the example of Vorkuta the key problem sides of single-industry territories of the country are investigated. The reasons for the emergence of these problems are revealed.
The analysis shows that the spatial development of the Arctic regions is negatively influenced by:
- low infrastructure provision,
- transport remoteness,
- unfavorable climate etc.
In these conditions one of the priorities of implementation of the Strategy of spatial development of the Arctic zone should become modernization of its transport and logistics system. In particular, Vorkuta has geographical prerequisites for the creation of a major road artery — a corridor to the Northern Sea Route. This should pull the rest of the infrastructure projects, which will involve many small and medium-sized enterprises. All this will ensure active trade turnover through the Republic. An important part of the study was the analysis of foreign experience of working with multipurpose territories in Germany.
National policy is one of the most important and complex areas of national activity. The implementation of a policy towards ethnic minorities is closely linked to the provision of the country’s strategic priorities, especially the maintenance of inter-ethnic peace and stability. This article presents the features of the policy towards the indigenous peoples of Canada during the premiership of Justin Trudeau.
The article describes the problems of waste recycling in the Arctic regions of the Russian Federation and ways to solve these problems. An alternative to the existing landfills is thermal recycling of waste. In this way it is possible to obtain not only energy, but also various valuable materials. This means that it is possible to make many industries and entire territories virtually waste-free.

Under sanctions pressure, the issue of domestic technology development has become critical for the successful development of the Russian oil and gas industry. Despite a number of difficulties, Russian manufacturers today create modern complex technological equipment used in the development and exploitation of hydrocarbon deposits. The current situation on the Russian oil and gas market demonstrates that the imposed sanctions have not had a critical impact on the implementation of oil and gas projects in the Arctic. Moreover, such conditions stimulate the creation and development of domestic technologies.

WILD REINDEER (RANGIFER TARANDUS L.) IN TAIMYR: REFLECTION OF RESEARCH EXPERIENCE AND IDEAS OF METHODOLOGICAL APPROACH IN THE ERA OF THE "NEW NORMALITY"
In this article the author presents the generalized results of many years of analytical studies of the state of the wild reindeer population. The conservation of this population currently raises serious concerns due to the active development of a number of Arctic territories. At the same time, wild reindeer are one of the key components of the Arctic ecosystem.
Authors propose to create the Red Book of Arctic circumpolar flora and fauna within the framework of Arctic Council working group on the conservation of the Arctic flora and fauna (CAFF) and the Russian Federation Arctic zone Red Book as a national component of the international project — the contribution of the Russian Federation to it.
For several decades, the concept of sustainable development and possible ways of transition to a sustainable development agenda have been the focus of global attention. At the same time, some provisions of the concept of sustainable development, due to their declarative nature, are perceived differently by representatives of different social strata related to this topic. The article analyzes the opinions of experts – people who in their professional, scientific or educational activities operate with the concepts of “sustainable development” and ESG. The authors of the article analyzed and described experts’ attitudes towards the concepts of sustainable development and ESG, revealed preferences and differences in perception, and made an attempt to explain the observed trends.
Digital transformation is a process aimed at a comprehensive transformation of business processes and the built-up concept of intelligent management. The goal of this process is to improve the sustainability and efficiency of corporations and create fundamentally new opportunities for economic and social development. It is important that digital transformation projects are implemented in conjunction with ESG-transformation projects. This should ultimately ensure that business is conducted with ESG factors in mind and mitigate the company’s environmental, social and managerial risks. Consideration of ESG factors and related opportunities and risks is becoming increasingly relevant for companies in various industries, especially – in the oil and gas sector.
In the Arctic region, one can observe significant imbalances between industrial development and ecology, between the development of new sectors of the economy and the traditional crafts of small indigenous peoples. There are serious demographic problems here, an outflow of population at an extremely low density. This article focuses on the justification of the need for more active use of non-profit organizations to solve the most pressing problems of the region in the economic and social sphere. NCOs can act as intermediaries between the government and society, between businesses and representatives of small indigenous peoples, between universities and companies. They can become resource centers for training new competencies for the population, as well as for involving young people in the development of the region. A separate section of the article is devoted to the analysis of the situation in the Komi Republic and the creation of the “Resource Center Arctic” Foundation for the development of environmental and socially significant projects in the town of Usink in the Arctic zone of the Russian Federation.
MAPPING THE PROBLEMS OF THE DEVELOPMENT OF ARCTIC EVENTS: COMPARISON OF EXPERT DISCOURCEBAND EVERYDAY DISCOURSE OF METHODS OF STRUCTURAL AND SEMANTIC ANALYSIS
In the discussed problems of the development of the Arctic zone of the Russian Federation, the expert and everyday discourses differ significantly. The expert discourse underestimates the social problems of the Arctic territory.
Concrete based on granulated modified sulfur has a number of undeniable advantages over traditional concrete based on Portland cement. This is manifested primarily in the harsh conditions of the Arctic region. Sulfur concrete is characterized by high strength indicators, has high frost resistance and chemical resistance, is a dielectric. Sulfur concrete allows you to use any local, including man-made products, as fillers. Reinforcement of concrete products and structures can be carried out with composite materials. Sulfur concrete can be successfully used in transport, hydraulic engineering, engineering construction.
The article advocates experience of the Kola Scientific Center of the Russian Academy of Sciences in the field of popularization of scientific knowledge as a basis for the development of citizen science. Citizen science is public participation in scientific research in collaboration with or under the guidance of professional scientists and scientific institutions. In addition to obtaining new data and knowledge, this is a tool for popularizing science as a sphere of social life.
The Arctic is rich in natural resources. It is a potentially promising direction for the development of tourism. However, the natural and climatic conditions in the Arctic zone of the Russian Federation are changing under the influence of negative factors. One such factor is carbon dioxide emissions from conventional energy. The rate of warming in the Arctic is on average twice that of the world. Green Energy:
• reduces the risk of depletion of non-renewable energy sources;
• compensates for the harm caused by the use of non-renewable energy sources;
• expresses concern for the Arctic habitat, which is very important for the indigenous northern peoples and for tourists (including ethnotourists).
In the unique Arctic zone, it is possible to organize and disseminate event tourism in the scientific, cultural and sports fields.
Implementation of green energy projects in the field of tourism:
• contributes to the conservation of the nature of the Russian Arctic;
• attracts investors, as it is a prestigious global trend for large companies and investment funds;
• increases the number of jobs and reduces the outflow of the local population;
• has a positive impact on building up the economic power of the country.
