FORMATION OF INFRASTRUCTURE AND INCREASING CONNECTIVITY OF ARCTIC TERRITORIES AS CONDITIONS FOR THE DEVELOPMENT OF DOMESTIC PRODUCTION IN THE ARCTIC ZONE OF THE RUSSIAN FEDERATION
One of the key conditions for the development of the domestic (local) production in the Arctic Zone of the Russian Federation is increasing the connectivity of the Arctic territories among themselves and with the mainland, which is ensured through the formation of the transport and communication infrastructures. The development of the Northern Sea Route is of strategic importance here. The second key condition is the maintenance of the life-supporting infrastructure of the main settlements of permanent residence, creating conditions for normal life and work not only in these settlements, but also in their zones of influence. The key role here belongs to the state, large private investors and PPP mechanisms.
The role of the Arctic zone in the world is rapidly increasing as the output of natural resources and supplies of life-support products are depleted. A significant part of the Arctic territory is occupied by Russia, which hasn`t from exhausted its capabilities in developing the riches of this macro-region. In recent decades, Russia has been striving to build a balanced and comprehensive strategy for the development of the Arctic and to involve all concerned parties in its development. However, the process of this development encounters certain difficulties associated with the presence of several decision-making centers and the spatial heterogeneity of the territory. The Northern Sea Route plays a central role in turning the Arctic into the center of Russia’s economic development. But it's arrangement requires significant material and organizational resources. In these conditions, there is a need to determine priority directions in the development of the macroregion and form a sustainable sequence for solving the strategic problems of the territory in the medium term. One of the important steps in solving this problem could be the inclusion of part of the Khanty-Mansi Autonomous Okrug -Yugra in the Arctic zone and the formation of a network of support settlements. New national projects announced by the Russian President and the planned adjustment of Russia’s spatial strategy should become the basis for the implementation of the intended goals.

The specially protected natural territories of Yakutia, especially in its Arctic zone, represent a unique storehouse of natural resources under special protection of the state. The organization of their careful use is the most important task in the issue of environmental protection. This article provides a legal analysis of the innovations provided for by the draft law of the Government of the Republic of Sakha (Yakutia) on amendments to the Law of the Republic of Sakha (Yakutia) «On Hunting and Conserva-tion of hunting resources» in order to develop the regulation of hunting in specially protected natural territories of national and local significance, from the point of view of the current legislation in the field of hunting, conservation of hunting resources and specially protected natural territories.
This article discusses the features of soil thermometry in the geotechnical monitoring (GTM) complex studies in hydrogeological conditions of the Anadyr lowlands, atypical for the Arctic zone. Fast temperature monitoring is necessary to prevent the active exogenous-cryogenic processes development and save properties of permafrost soils of the Anadyr residential zone. Now thermometric data is transmitted from 6 sensors using NB-IoT technology. In the future, we’re going to increase the number of sensors to 25. It will cover all region and simulate cryogenic processes in more detail.

The social factor of entrepreneurship in traditional northern dog breeding in the Yamalo-Nenets Autonomous Area (on the Example of the Nenets Reindeer Laika)
The article presents a historical retrospective of the formation of traditional northern dog breeding in the Arctic territories of the Russian Federation, analyzes the formation of the titular Nenets ethnos research results and the place of the Nenets reindeer-dog laika among other northern dogs, hypotheses of the breed origin. The stages of research of the Nenets reindeer husky as the basis of traditional northern dog breeding on the territory of the Yamalo-Nenets Autonomous are emphasized. A factor analysis of the social environment of entrepreneurship and the nature of rural entrepreneurship as an institutional factor of social relations is carried out. Information about the current state of traditional northern dog breeding in northern reindeer breeding is given. Attention is focused on the model of social relations in rural entrepreneurship formation in the sphere of herding dog breeding, the peculiarities of Arctic entrepreneurship in the investigated area of traditional economic activity of the indigenous peoples of the North, proposals for improving the social infrastructure of rural areas of the Yamalo-Nenets Autonomous area are formulated.

The analysis of demographic factors for the Murmansk region is especially important due to the high potential for development in various areas, which is possible only with sufficiently high demographic indicators that correspond to the territory.
